My recommendation
Neither option wins outright. In-house editing gives you closeness and speed on the stories that change by the minute, while an outside team gives you room when the day runs heavy. A split arrangement, with clear written instructions and a trial run, protects the bulletin from both risks. Look at your last month of output, count the heavy afternoons, and let that number decide how much to send out.
